消费品中化学物质限量影响的评价体系构建研究

摘要：

【目的】构建一个科学、系统的消费品中化学物质限量的社会经济影响评价指标体系，以支持政策制定和监管。【方法】采用社会经济分析（SEA）方法，从健康安全、生态环保和产业发展3个维度出发，构建包含6个二级指标和13个三级指标的评价体系。【结果】该指标体系能够有效评估化学物质限量对儿童健康、生态环境和产业发展的影响，为政策制定提供了有力的技术依据。【结论】通过科学合理地制定或调整化学物质限量标准，可以有效保护消费者健康，降低环境污染，促进产业健康发展。未来应加强监管，推广清洁生产和低碳技术，优化产业链结构，以实现经济效益、社会效益和环境效益的共赢。

Abstract:

[Objective] This research aims to construct a scientific and systematic evaluation index system for the socioeconomic impact of chemical substance limits in consumer products, supporting policy formulation and regulation. [Methods] Using the Socio-Economic Analysis (SEA) approach, an evaluation system is developed that includes six secondary indicators and thirteen tertiary indicators, covering three dimensions of health and safety, ecological and environmental protection, and industrial development. [Results] The index system can effectively assess the impact of chemical substance limits on children’s health, ecological environment, and industrial development, providing strong technical support for policy formulation. [Conclusions] By scientifically and reasonably setting or adjusting chemical substance limits, consumer health can be effectively protected, and environmental pollution reduced, and industrial development promoted. Future efforts should focus on strengthening regulation, promoting clean production and low-carbon technology, and optimizing industrial chain structures to achieve a win-win situation for economic, social, and environmental benefits.
