政府标准与团体标准协同驱动企业创新：替代效应还是互补效应？

摘要：

【目的】在政府与市场二元主导的标准体系背景下，本文旨在剖析国家标准与团体标准驱动企业创新的协同效应。【方法】以2015—2023年制造业上市公司为研究对象，剖析了国家标准与团体标准驱动企业创新的协同效应。通过构建双向固定效应模型、引入交互项检验国家标准与团体标准之间的协同效应。【结果】企业参与国家标准和团体标准制定在促进企业创新的过程中存在互补效应。经过一系列的稳健性检验，研究结论依然成立。进一步研究发现，在未参与国家标准制定的企业中，团体标准对企业策略性创新的促进作用更显著，说明团体标准在国家标准缺失领域发挥了“补位”作用，有效填补了标准空白，促进了企业创新发展。【结论】研究国家标准与团体标准驱动企业创新的协同效应，为推动政府标准与市场标准协同发展提供经验借鉴，为进一步的标准化治理研究带来启示。

Abstract:

[Objective]In the context of a dualistic standards system dominated by government and market forces, this paper aims to analyze the synergistic effects of national standards and association standards on corporate innovation.[Methods] this study examines listed manufacturing enterprises from 2015 to 2023 to analyze the synergistic effects between national standards and association standards on corporate innovation. Utilizing a bidirectional fixed effects model and incorporating interaction terms, the research investigates the collaborative impact between these two standardization regimes. [Results] Findings indicate that participation in the development of national and association standards yields complementary effects in fostering corporate innovation. Robustness tests affirm the stability of these conclusions. Further research indicates that, among enterprises not involved in the development of national standards, association standards more effectively promote strategic innovation. This suggests that association standards have played a crucial “supplementary” role in areas lacking national standards, effectively filling the standardization gaps, and fostering innovative development within enterprises.[Conclusion]The study of the synergistic effects between national standards and association standards in driving corporate innovation provides valuable insights for advancing the coordinated development of government-led and market-driven standards, offering reference for future standardization governance research.
