2023 年 WTO 贸易政策审议成员 TBT 概况研究

摘要：

当前，国际贸易在WTO框架下，传统关税壁垒影响力逐渐削弱，以标准为基础的技术性贸易措施引起的新型贸易壁垒影响力日渐增大。为增进我国参与相关国际市场经济活动的企业和个人对各国技术性贸易壁垒和贸易状况的了解，减少国际贸易遭遇技术性贸易壁垒的可能性，本文以2023年WTO贸易政策审议成员的秘书处工作报告和政府政策声明作为研究对象，通过分析对其贸易政策有关标准和技术要求的审议，有助于持续加强国际标准化对话，对推动构建我国双循环发展新格局也具有十分重要的意义。

Abstract:

At present, under the framework of WTO, the influence of traditional tariff barriers is gradually weakening, while the influence of new trade barriers caused by technical trade measures based on standards is increasing. In order to improve the understanding of TBT and trade status of various countries by Chinese enterprises and individuals participating in relevant international market economic activities, and reduce the possibility of international trade experiencing TBT, this paper selects the secretariat work reports and government policy statements of WTO Trade Policy Review members in 2023 as the research object. Through the analysis of the relevant standards and technical requirements of its trade policy, it is helpful to continuously strengthen the international standardization dialogue, and it is also of great significance to promote the construction of a new pattern of double-cycle development in China.
