气象法规引用标准研究

摘要：

中国气象局全面推进依法行政制度建设，初步形成了标准和规程相配套的气象法律法规体系。气象标准在支撑气象法律法规实施中发挥了重要作用，但存在普遍性引用标准的可操作性不强、标准被引率低、配套标准供给不足、引用标准表述欠准确、引用废止或失效标准等问题，一定程度上影响了法律法规的实施和标准的应用。本文基于以上问题，提出对策建议。

Abstract:

The China Meteorological Administration (CMA) has comprehensively promoted the construction of a lawbased administrative system, and has initially established a system of meteorological laws and regulations matching standards and procedures. Meteorological standards play an important role in supporting the implementation of meteorological laws and regulations, but there are some problems such as weak operability of universal reference standards, low reference rate of standards, insufficient supply of supporting standards, inaccurate expression of reference standards, and reference annulment or invalid standards, etc., which affect the implementation of laws and regulations and the application of standards to a certain extent. Based on the existing problems, this paper puts forward countermeasures and suggestions.
