面向阿拉伯国家技术性贸易壁垒应对机制——探索区域技术性贸易壁垒预警体系的构建逻辑

摘要：

【目的】帮助出口企业争取预警时间，实现从被动应对到主动引导的转变，并为政府优化贸易政策提供决策支持。【方法】采用定量与定性分析相结合的方法，在分析中阿贸易结构及主要目标市场的基础上，系统梳理了近两年阿拉伯国家TBT通报。【结果】得出阿拉伯国家TBT通报在2024年呈现爆发式增长、我国重点出口产业与阿拉伯国家TBT通报重点领域高度重叠、现有应对机制不足等结果。【结论】提出建立以“一个平台、两级网络、三个环节、四方联动”为核心逻辑的区域技术性贸易壁垒预警体系的结论，为中阿贸易可持续发展提供制度性保障。

Abstract:

[Objective] The study aims to help export enterprises gain crucial early-warning time, facilitate a shift from passive response to proactive guidance, and provide decision-making support for the government in optimizing trade policies. [Methods] This study employs a combination of quantitative and qualitative analysis. Based on an analysis of the Sino-Arab trade structure and major target markets, it systematically examines TBT notifications from Arab countries over the past two years. [Results] The findings reveal that TBT notifications from Arab countries surged in 2024, that China’s key export industries significantly overlap with the main focus areas of these TBT notifications, and that existing response mechanisms are inadequate. [Conclusion] The study proposes the establishment of a regional TBT early warning system based on the core framework of “one platform, two-level networks, three key processes, and quadripartite collaboration”, thereby providing institutional safeguards for the sustainable development of Sino-Arab trade.
