强降雨时期高速公路运行监测指标体系构建研究

摘要：

【目的】针对强降雨频发对高速公路运行造成的基础设施损毁、通行受阻等一系列影响，有必要构建一套科学的运行监测指标体系，以提升强降雨条件下高速公路运行监测和应急响应能力。【方法】重点分析强降雨对高速公路运行的影响及要素，明确指标体系构建原则和思路。【结果】建立了一套涵盖气象水文、路面状况、基础设施、交通流、突发事件与应急管理等维度的运行监测指标体系。同时，提出高速公路运行监测后续研究与工作开展对策建议。【结论】研究成果可为提升强降雨下的运行监测与应急管理效能提供依据，支撑交通运输系统韧性提升与可持续运行。

Abstract:

[Objective] In response to the series of impacts caused by frequent heavy rainfall on the operation of highways, such as infrastructure damage and traffic obstruction, it is necessary to establish a scientific operation monitoring index system to enhance the monitoring and emergency response capabilities of highways under heavy rainfall conditions. [Methods] This paper focuses on analyzing the impact and factors of heavy rainfall on the operation of highways, and clarifies the principles and ideas for constructing an indicator system. [Results] A set of operational monitoring indicators covering dimensions such as meteorology, hydrology, road conditions, infrastructure, traffic flow, emergencies, and emergency management has been established. Suggestions for follow-up research and work on highway operation monitoring are also proposed. [Conclusion] The research results can provide a basis for improving the operational monitoring and emergency management efficiency under heavy rainfall, supporting the resilience and sustainable operation of transportation systems.
