重大行政决策高质量发展的标准化路径研究

摘要：

【目的】以中国式行政决策制度体系现代化为背景，研究标准化支撑重大行政决策的作用机制，通过分析美国、英国和日本开展重大行政决策的工作经验，以及我国开展重大行政决策的标准化探索和实践，给出重大行政决策高质量发展的标准化路径。【方法】通过文献分析、实地调研、案例剖析等方法，运用标准化的原理并结合实践，进一步明确重大行政决策高质量发展的要求，给出标准化支撑重大行政决策的关键和重点。【结果】标准化可以从技术层面明确重大行政决策的范围，规范重大行政决策的制定和执行流程，通过决策后评估解决存在的问题，优化并固化改革成果。【结论】需要进一步融合标准和决策的需求和实际，充分发挥标准化在健全科学、民主、依法决策机制中的基础性、引领性作用。

Abstract:

[Objective] In the context of the Chinese-style administrative decision-making system, this paper studies the mechanism of standardization in supporting major administrative decisions. By analyzing the working models and experiences of the United States, the United Kingdom, and Japan in conducting major administrative decision-making, as well as the explorations and practices of standardization in China, the paper proposes standardization pathways for the high-quality development of major administrative decisions. [Methods] Through literature analysis, field research, and case studies, applying the principles and practices of standardization, this study further clarifies the requirements for high-quality development of major administrative decisions and identifies the key aspects and priorities for standardization in supporting them. [Results] Standardization can technically define the scope of major administrative decisions, regulate their formulation and implementation processes, address existing issues through post-decision evaluations, and optimize and solidify reform outcomes.[Conclusion] It is necessary to further integrate the requirements and realities of both standards and decision-making, fully leveraging the fundamental and leading role of standardization in enhancing scientific, democratic, and law-based decision-making.
