我国数字经济发展水平与标准化建设研究

摘要：

【目的】在全球数字经济领域竞争日趋激烈的宏观背景下，我国虽已将数字经济提升至国家战略高度，但在标准化建设及与国际标准对接方面仍存在不足，需要在分析数字经济发展水平的基础上，识别标准化建设的重点领域。【方法】参照TIMG指数，构建了数字经济发展水平三级指标体系，采取改进后的耦合协调度评估方法，对2023年TIMG前20强国家进行深入分析。【结果】我国在数字经济领域各维度耦合紧密但协调度欠佳，存在发展不均衡问题，数字技术与数字市场将是未来标准化建设的重点方向。【结论】建议从深化数字技术标准国际协同、构建数字基础设施标准化体系、推动数字市场标准一体化、完善数字治理规范与操作指南4个方面系统推进我国数字经济标准化建设，形成具有全球影响力的数字标准生态，以标准化促进数字经济整体跃升。

Abstract:

[Objective] Against the backdrop of increasingly fierce competition in the global digital economy, although China has elevated the digital economy to a national strategic level, there are still shortcomings in its standardization and integration with international standards. It is necessary to identify key areas for standardization based on the analysis of the digital economy’s development level. [Methods] Referring to the TIMG index, a three-level indicator system for the development level of the digital economy is constructed, and an improved coupling coordination evaluation method is adopted to conduct in-depth analysis of the top 20 countries in the TIMG in 2023. [Results] The results indicate that China’s digital economy is closely coupled in various dimensions but lacks coordination, resulting in uneven development. Digital technology and digital markets will be the focus of standardization in the future. [Conclusion] It is suggested to systematically promote the standardization of China’s digital economy from four aspects: deepening internationalcoordination of digital technology standards, building a standardization system for digital infrastructure, promoting the integration of digital market standards, and improving digital governance norms and operational guidelines. This will form a globally influential digital standards ecosystem and promote the overall leap of the digital economy through standardization.
