海洋气象公共服务标准化现状及对策研究

摘要：

【目的】立足于海洋强国战略与气象高质量发展的双重要求，系统提升我国海洋气象公共服务的标准化水平。【方法】系统梳理国家与行业相关政策，并结合标准化现状调研，开展研究分析。【结果】梳理并总结了我国海洋气象公共服务标准化建设取得的成就，明确了当前标准化建设存在的标准体系系统性不足、新兴领域覆盖欠缺、国家与地方标准协同不足、跨部门机制不畅及国际话语权不足等突出问题。【结论】为解决当前标准化建设相关问题提供借鉴思路，为推动我国海洋气象公共服务迈向高质量发展提供实践路径。

Abstract:

[Objective] Based on the dual requirements of the maritime power strategy and the high-quality development of meteorology, this study aims to systematically improve the standardization level of China’s marine meteorological public services. [Methods] This study carries out research and analysis by systematically sorting out relevant national and industrial policies and combining with the investigation on the current situation of standardization. [Results] This study summarizes the achievements made in the standardization of China’s marine meteorological public services, and clarifi es the prominent problems existing in the current standardization work, such as an insufficient standards system, lack of coverage in emerging fi elds, insuffi cient harmonization between national and local standards, imperfect inter-departmental mechanisms, and insuffi cient international infl uence. [Conclusion] It provides reference for solving the current problems related to standardization and practical paths for promoting the high-quality development of China’s marine meteorological public services.
