我国滨海景区沙滩管理标准化提升策略研究——基于“蓝旗沙滩”标准的经验启示

摘要：

【目的】针对我国滨海景区沙滩管理标准化工作的突出问题，提供有益的国际经验参考和对策建议。【方法】阐述滨海景区沙滩管理标准化的内涵和特征，梳理国际“蓝旗沙滩”标准的发展逻辑与实践经验，识别我国滨海景区沙滩管理标准化工作面临的问题。【结果】我国已初步构建起滨海景区沙滩管理的标准框架，但在标准动态适配、多元协同共治以及国际话语权提升方面仍存在明显短板。【结论】需通过优化标准供给体系、健全多元协同机制与深化标准化国际参与等举措，提升沙滩管理标准化水平，助力海洋旅游高质量发展。

Abstract:

[Objective] Aiming at addressing prominent problems in the standardization of coastal attraction beach management in China, this study provides valuable international experience reference and countermeasure suggestions. [Methods] This paper expounds the connotation and characteristics of the standardization of coastal attraction beach management, sorts out the development logic and practical experience of the international “Blue Flag Beach” criteria, and identifi es the problems existing in the standardization of coastal attraction beach management in China. [Results] China has initially constructed the standard framework for coastal attraction beach management, but there are still obvious shortcomings in the dynamic adaptation of standards, multi-subject collaborative co-governance, and the improvement of international influence. [Conclusion] It is necessary to improve the level of beach management standardization and boost the high-quality development of marine tourism through measures such as optimizing the standard supply system, improving the multi-subject collaborative mechanism, and deepening international participation in standardization.
