    摘要:

    【目的】聚焦我国省域标准化发展不均衡的问题,通过系统量化评价标准化发展梯度与区域差异特征,为国家及地方标准化战略优化提供科学依据。【方法】本研究构建了基于“要素支撑—创新产出—价值实现”框架的评价体系,涵盖标准创新驱动基础、标准供给水平、标准化影响力三大维度,采用熵权-TOPSIS模型对我国31个省(区、市)的标准化发展水平开展量化评价。【结果】我国标准化发展呈现“金字塔”梯队格局,区域层面呈现东部领先、中部中等、西部滞后、东北待振兴的差异特征。【结论】研究成果可为国家制定差异化区域标准化战略、地方精准优化发展路径提供科学支撑,对推动我国标准化协调发展、充分释放标准化在经济社会发展中的引领作用具有重要现实意义。

    Abstract:

    [Objective] Focusing on the issue of unbalanced development of standardization among China’s provinces, this study aims to clarify the development gradient and regional differential characteristics through systematic quantitative evaluation, so as to provide scientifi c basis for optimizing national and local standardization strategies. [Methods] This paper constructs an evaluation system built on the framework of “factor support–innovation output–value realization”, encompassing three core dimensions: the foundation for innovation-driven standardization, the level of standard supply, and the infl uence of standardization. The entropy weight-TOPSIS model is employed to conduct a quantitative assessment of the standardization development level among 31 provinces of China. [Results] The research reveals that China’s standardization development presents a pyramid-like echelon structure. At the regional level, distinct characteristics emerge: the eastern region takes the lead, the central region achieves moderate development, the western region lags behind, and the northeastern region awaits revitalization. [Conclusion] The research fi ndings can offer scientifi c backing for the nation to formulate differentiated regional standardization strategies and for local governments to precisely optimize their development paths. It bears great practical significance for advancing the coordinated development of China’s standardization and fully unleashing its leading role in economic and social progress.
