“一带一路”标准“软联通”的意义、挑战与应对

摘要：

【目的】高质量共建“一带一路”，需要持续健全完善标准“软联通”机制平台。【方法】通过梳理标准“软联通”的理论内涵，分析其在助力发展、促进贸易、提升治理等方面的战略意义，从外部环境、自身能力与共建国家制约3个维度剖析存在的困境。【结果】分析指出了当前标准“软联通”面临欧美标准体系路径依赖，共建国家标准碎片化、合规能力不足，中国国际规则话语权与服务能力相对薄弱等多重挑战。【结论】为下一阶段深化规则对接、提升中国标准国际影响力提供参考与指引。

Abstract:

[Objective] To build the Belt and Road with high quality, it is necessary to continuously improve the standard “soft connectivity” mechanism platform. [Methods] By clarifying the theoretical connotation of the standard “soft connectivity” and analyzing its strategic signifi cance in promoting development, trade, and governance, the paper examines existing challenges from three dimensions: external environment, internal capabilities, and constraints from countries along the route. [Results] The analysis highlights multiple challenges currently faced by standard “soft connectivity”, including path dependence on Western standards systems, fragmented national standards along the route, insuffi cient compliance capabilities, and relatively weak China’s infl uence and service capacity in international rule-making. [Conclusion] The study is expected to provide reference and guidance for deepening rule alignment and enhancing the international infl uence of China standards in the next phase.
