林权类不动产地籍调查技术规范研究——基于福建技术规范需求与技术要点的思考

摘要：

【目的】针对福建省林权类不动产地籍调查中技术标准不统一、历史登记成果整合困难及部门协同衔接不畅等问题，研制符合福建森林资源特征和林权制度改革要求的技术规范，为林权流转与登记管理提供技术支撑。【方法】围绕福建森林资源多样性和林地“三权分置”制度背景，从调查组织方式、技术路线与调查程序等方面开展系统设计，提出以内业数据整合为主、外业核查为辅的技术路径，构建融合无人机航测、正射影像判读及内外业协同核查的调查框架。【结果】明确规范的适用范围、技术依据和技术指标，细化调查组织模式与操作流程，形成以“权属清楚、界址清晰、面积准确”为目标的技术方案，并提出数据整合与部门协同实施措施。【结论】所构建的技术规范为福建省林权类不动产地籍调查提供了系统化技术依据，可为南方集体林区相关技术规范研究提供参考。

Abstract:

[Objective] In response to the inconsistent technical standards, difficulties in integrating historical registration data, and weak interdepartmental coordination in the cadastral survey of forest rights real estate in Fujian Province, this study develops a technical specification suited to the characteristics of Fujian’s forest resources and the requirements of forest tenure reform, so as to provide technical support for forest rights circulation and registration management. [Methods]Taking into account the diversity of forest resources in Fujian and the institutional context of the “separation of ownership, contracting rights, and management rights,” the research carries out a systematic design from the perspectives of survey organization, technical routes, and procedural arrangements. A technical approach is proposed that prioritizes indoor data integration and supplements it with field verification, and a survey framework is constructed by combining UAV aerial surveying, orthophoto interpretation, and coordinated indoor-field inspection. [Results] The scope of application, technical basis, and technical indicators of the specification are defined. The modes of survey organization and operational procedures are further clarified, forming a technical scheme aimed at ensuring clear ownership, well-defined boundaries, and accurate area measurement. Measures concerning data integration and interdepartmental coordination are also proposed. [Conclusion] The proposed technical specification provides a systematic technical foundation for the cadastral survey of forest rights real estate in Fujian Province and may offer reference for related technical specification studies in collective forest regions of southern China.
