中国应对技术性贸易壁垒（TBT）特别贸易关注的趋势演变与策略研究

摘要：

【目的】探讨1995—2025年，中国在面临技术性贸易壁垒（TBT）特别贸易关注时，其关注特征、演变趋势及应对策略的阶段性转变，并据此提出相应的策略路径。【方法】基于WTO ePing平台对中国TBT特别贸易关注数据，综合运用统计分析与因果推断方法，解析TBT特别贸易关注与行业出口及重点领域发展的关联机制。【结果】中国面临的TBT关注呈现出向高科技领域和系统性监管延伸的显著趋势；而中国的应对策略实现了由被动回应向主动制定的转变。【结论】中国正从国际规则接受者向制定者转型，需通过构建标准话语权、完善应对机制等策略，将挑战转化为产业升级机遇。

Abstract:

[Objective] The study aims to explore the characteristics, evolution trends, and response strategies of Technical Barriers to Trade (TBT) faced by China in global trade from 1995 to 2025, and to put forward policy recommendations. [Methods] Based on the WTO’s specific trade concerns data on TBT with China, statistical analysis and causal inference methods are used to quantitatively analyze the correlation between TBT concerns and industry exports and key areas development. [Results] China’s TBT concerns are showing a trend of expanding towards high-tech fields and systematic regulation; China’s response strategy has shifted from passive response to proactive formulation. [Conclusion] China is transitioning from a rule taker to a formulator. Strategies such as improving response mechanisms are needed to transform challenges into opportunities for industrial upgrading.
