推进城市旅游公共服务高质量发展的标准化路径研究

摘要：

【目的】旅游消费需求升级、数智科技广泛应用、文旅深度融合发展、入境旅游全面放开等都对旅游公共服务提出新要求，从标准化视角探索推进城市旅游公共服务高质量发展路径具有重要的理论意义和实践价值。【方法】通过辨析城市旅游公共服务标准化发展裉节，推演标准化赋能旅游公共服务发展逻辑，研究可复刻的城市旅游公共服务标准化实践路径。【结果】标准化赋能城市旅游公共服务更新迭代遵循三重逻辑（历史逻辑－坚持服务旅游者为本、理论逻辑－文旅融合创新式增长、现实逻辑－场景消费数智化变革）。【结论】建议构建科学有机的标准框架体系、加快推进重点标准制定与修订、运用数智技术规范标准化实施、健全标准化评估监督反馈机制。

Abstract:

[Objective] To meet emergent demands on urban tourism public services driven by tourism consumption upgrading, the wide application of digital-intelligent technologies, cultural-tourism convergence, and comprehensive liberalization of inbound tourism, this paper explores how standardization frameworks can advance high-quality development of urban tourism public services. [Methods] Through systematic analysis of critical issues of the standardized development of urban tourism public services, it reveals the underlying logic behind standardization in fostering the advancement of urban tourism public services and delineates a replicable framework for the standardization of urban tourism public services.[Results] A tripartite analytical framework is constructed: (1) Historical evolution logic - prioritizing tourist-centered services, (2) Theoretical innovation logic - fostering cultural-embedded systemic growth, and (3) Pragmatic implementation logic - driving the digital and intelligent transformation of scenario and consumption. [Conclusion] To accelerate the high-quality development of urban tourism public services, it is essential to construct a hierarchical standard architecture, prioritize the development of core standard specifications, integrate digital and intelligent technologies into standard implementation, and institutionalize dynamic evaluation-feedback loops.
