化工园区突发环境风险分级管控标准化路径探索——以安徽淮南现代煤化工产业园为例

【目的】为提升园区环境风险管控标准化体系建设水平，开展化工园区环境风险分级管控标准体系优化研究。【方法】以安徽淮南现代煤化工产业园为例，从标准体系、风险分级、管控措施，剖析标准化建设存在的短板与缺陷。【结果】我国缺乏适用于化工园区突发环境风险分级国家标准，现行HJ 941标准难以支撑园区环境风险的精准管控。【结论】构建“基础通用—分级方法—分级管控”三级标准体系，提出标准协同衔接、动态管控、多元标准供给等优化路径，可为化工园区环境风险分级管控标准化建设提供理论与实践参考。

Abstract:

[Objective] To improve the construction of the standardization system for park environmental risk management, this study optimizes the standards system for graded management and control of environmental risks in chemical parks. [Methods] Taking Huainan Modern Coal Chemical Industrial Park in Anhui as the research object, the existing shortcomings and defects in the standardization construction are analyzed from three dimensions: standards system formulation, risk grading methods, and management and control measure implementation. [Results] The research shows that there is a lack of national standards for the graded environmental risk assessment suitable for chemical parks in China, and the current standard HJ 941 cannot support the accurate environmental risk management of whole chemical parks. [Conclusion] This study establishes a three-level standards system of “basic generality – grading method – graded management and control”, and proposes optimization paths including standard collaborative connection, dynamic management and control, and multi-element standard supply. The research findings can provide theoretical and practical reference for the standardization of environmental risk graded management and control in chemical parks.
