我国行业企业温室气体排放核算标准体系建设现状与对策分析

摘要：

【目的】梳理我国“双碳”目标下行业企业温室气体排放核算标准体系的建设现状，并提出优化对策，为完善排放核算体系提供技术支撑。【方法】基于全国标准信息公共服务平台等渠道，系统检索行业企业温室气体排放核算标准文献，分析标准体系现状及存在问题。【结果】我国已初步构建起以国家标准和行业标准为核心，团体标准与之互补衔接的企业温室气体排放核算标准体系框架，但仍存在标准交叉重复、标准化对象颗粒度不一致、重要领域核算标准缺失等突出问题。【结论】有必要通过强化顶层统筹、加强标准立项评审管理、加强标准预研与实施效果评价等举措，推动温室气体排放核算标准体系实现科学发展。

Abstract:

[Objective] In the context of achieving the “Dual Carbon” goals, this study systematically reviews China’s industrial enterprise greenhouse gas emission accounting standard system, analyzes existing problems, and proposes optimization strategies to support the improvement of the emission accounting system. [Methods] Based on the national public service platform for standards information , the paper retrieves relevant standard documents and analyzes the current status and existing problems of the standards system. [Result] China has formed a preliminary system with national and industry standards as the core, complemented by association standards, but faces issues including overlapping standards, inconsistent granularity, and missing standards in key areas. [Conclusion] Strengthening top-level coordination, improving standard project review, and enhancing pre-research and implementation evaluation are essential to promote the scientific development of the greenhouse gas emission accounting standards system.
