城市更新可持续运营全国统一标准体系框架研究

摘要：

【目的】贯彻落实2025年中共中央办公厅、国务院办公厅印发的《关于持续推进城市更新行动的意见》中“健全法规标准体系”的要求，破解我国城市更新领域标准碎片化、全生命周期覆盖不足、可持续运营标准缺失等突出问题。【方法】采用实地调研与文献资料分析相结合的方式，系统梳理我国城市更新标准体系现状与问题，融合标准化理论、全生命周期管理理论、可持续发展理论与系统论，开展标准体系顶层设计。【结果】构建了“核心目标引领+5层标准体系支撑+实施反馈闭环”的城市更新可持续运营全国统一标准体系框架，明确了各层级标准核心内容与相互关系；提出未来5年分3个批次推进60项重点标准研制工作，制定了标准体系分阶段实施路径与配套保障措施。【结论】该标准体系可有效补齐城市更新标准短板，为规范城市更新市场秩序、保障项目可持续运营提供技术支撑，推动全国城市更新工作规范化、高质量发展。

Abstract:

[Objective] To implement the requirement of improving the legal and standards system put forward in the Opinions on Continuously Promoting Urban Renewal Actions issued by the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council in 2025, the study aims to solve the prominent problems in China’s urban renewal field, including standard fragmentation, insufficient full life cycle coverage and lack of sustainable operation standards. [Methods] Based on field research and literature analysis, this paper systematically analyzes the current status and problems of China’s urban renewal standards system, and conducts the top-level design of the standards system by integrating standardization theory, full life cycle management theory, sustainable development theory and system theory. [Results] A national unified standards system framework for sustainable operation of urban renewal is constructed with the structure of core goal guidance + 5-tier standards system support + implementation feedback closed loop, and the core contents and interrelationships of standards at each level are clarified. Meanwhile, 60 key standards to be developed in three batches in the next five years are proposed, and the phased implementation paths and supporting guarantee measures of the standards system are formulated. [Conclusion] The standards system can effectively remedy the shortcomings of urban renewal standards, provide technical support for regulating the market order of urban renewal and ensuring the sustainable operation of projects, and promote the standardized and high-quality development of urban renewal nationwide.
