现行国际标准体系下中国科协全国学会的团体标准国际化路径探索

摘要：

【目的】本研究围绕中国科协所属全国学会的团体标准国际化路径展开系统探索，旨在指导全国学会摆脱现实困境，推进团体标准的国际化进程，提升我国标准的国际认可度和话语权。【方法】采用政策分析、数据统计与调研分析相结合的方法，系统梳理现行国际标准体系架构与运行规则，量化评估全国学会团体标准的发展现状与国际化水平，多维度解析国际化进程中的核心障碍，在分析结果基础上构建切实可行的团体标准国际化路径。【结果】我国已形成较为完善的团体标准政策法规体系，219家中国科协所属全国学会中已有117家累计发布9812项团体标准，规模年均增速超30%，但仅有不足千分之一的标准实现国际转化，在标准国际化进程中仍面临多重挑战。【结论】本研究针对不同领域、不同发展阶段的全国学会提出易操作的分步实施团体标准国际化多元路径建议，助力我国团体标准加速融入全球标准体系。

Abstract:

[Objective] This study systematically explores internationalization pathways for association standards developed by national associations under the China Association for Science and Technology (CAST), aiming to guide these societies in overcoming practical challenges, advancing the global adoption of their standards, and enhancing the international recognition and influence of China's standards. [Methods] By integrating policy analysis, statistical data, and research methodologies, this study systematically examines the current framework and operational rules of international standards systems, quantitatively evaluates the development status and internationalization level of the association standards developed by national associations, analyzes key obstacles in the internationalization process from multiple dimensions, and formulates actionable strategies based on empirical findings. [Results] The research reveals that China has established a comprehensive policy and regulatory framework for association standards. Among the 219 national associations under CAST, 117 have collectively issued 9,812 association standards, with an average annual growth rate exceeding 30%. However, less than 1/1000 of these standards have been adopted internationally. National associations still face multiple challenges in standards internationalization processes. [Conclusion] The study proposes actionable, step-by-step recommendations for diverse pathways to internationalize association standards across various fields and development stages of national associations, facilitating the accelerated integration of China’s association standards into the global standardization system.
