“一带一路”国家技术性贸易措施（TBT）通报特征分析与我国应对策略

摘要：

作为国际贸易领域一项重要的非关税措施，技术性贸易措施（TBT）是指导“一带一路”国家持续深入推进经贸合作、真正实现贸易畅通的关键。我国的技术性贸易措施应对体系正在逐步完善，但在满足共建高质量“一带一路”发展要求方面仍存在相对短板。本文基于对“一带一路”国家贸易现状的梳理，重点分析“一带一路”国家TBT通报特征，考察通报数量趋势、国别分布和关键领域，为我国在高质量共建“一带一路”阶段高效、合理、灵活应对技术性贸易措施提出建议。

Abstract:

As an important non-tariff measure in the field of international trade, Technical Barriers to Trade (TBT) are the key to guide the countries along the Belt and Road to continuously promote economic and trade cooperation, and achieve unimpeded trade. China’s response system to TBT is gradually improving, but there are still shortcomings that cannot meet the requirements of jointly promoting the high-quality development of Belt and Road countries. Based on the analysis of the current trade situation of Belt and Road countries, this paper focuses on analyzing the characteristics of TBT notifications of Belt and Road countries, investigates the trend, distribution and key areas of notifications, and puts forward suggestions for China’s efficient, reasonable and flexible response to TBT to carry out high-quality Belt and Road cooperation.
