韩国标准化发展概况、策略及对我国启示

摘要：

【目的】为深化标准化改革、引领高质量发展并提升全球标准话语权，急需可借鉴的国际先进标准化工作经验。【方法】系统梳理韩国标准化工作在治理模式转型、制度构建、跨部门协同及战略规划等方面的核心举措，重点分析其适配产业发展的标准化体系建设路径。【结果】梳理发现，韩国经过多年探索，已构建起权责清晰、贴合产业需求的标准化体系，形成了法治保障有力、跨部门协同高效、规划与资金投入到位的成熟实践模式。【结论】韩国标准化工作的相关实践经验，对我国深化标准化改革、以标准化引领高质量发展、提升全球标准话语权具有重要参考价值，可为我国标准化工作提供切实可行的思路与借鉴。

Abstract:

[Objective] To deepen the reform of standardization, lead high-quality development and improve its influence in global standardization,  it needs to learn from advanced international standardization experience. [Methods] This paper systematically summarizes the core measures of Republic of Korea’s standardization work, including governance model transformation, system construction, inter-departmental coordination and strategic planning, and focuses on analyzing its path of building a standardization system adapting to industrial development. [Results] It is found that after years of exploration, Republic of Korea has established a standardization system with clear duties and closely aligned with industrial needs, forming a mature practice model featuring strong legal protection, efficient inter-departmental coordination, and adequate planning and fund investment. [Conclusion] The practical experience of Republic of Korea’s standardization workhas important reference value for China to deepen the reform of standardization, make standardization play a bigger role in leading high-quality development and enhance influence in global standardization. It provides practical ideas and references for the development of China’s standardization.
