地方标准全生命周期管理体系建构研究——以上海为例

摘要：

【目的】本研究以上海市为例，探讨地方标准全生命周期管理体系的建构，旨在提升地方标准质量和管理效能。【方法】采用理论分析与实践案例相结合的研究方法，在系统梳理地方标准发展改革面临的新形势、新要求及核心挑战的基础上，开展了上海市地方标准全生命周期管理体系构建研究。【结果】构建了五维协同的上海地方标准全生命周期管理体系。【结论】为提升上海市地方标准质量与管理效能提供了支撑保障，为全国提供了可借鉴的地方标准治理范式。

Abstract:

[Objective] This study takes Shanghai as an example to explore the construction of a full lifecycle management system for local standards, aiming to improve the quality and management efficiency of local standards. [Methods] A research method combining theoretical analysis and practical cases is adopted to systematically review the new situation, new requirements, and core challenges faced by the development and reform of local standards. Based on this, a study is conducted on the construction of a full life cycle management system for local standards in Shanghai. [Results] A five dimensional collaborative local standard lifecycle management system of Shanghai is constructed. [Conclusion] This provides support and guarantee for improving the quality and management efficiency of local standards in Shanghai, and provides a reference model for local standard governance throughout the country.
