从“标准互认”到“标准共生”：人类命运共同体理念下的全球伙伴关系进化路径

摘要：

【目的】全球化推进中，气候危机、技术壁垒等复合型挑战增多，传统标准互认模式协同不足、应对迟缓，与联合国可持续发展目标的“伙伴关系”诉求不符，还面临标准碎片化、“标准鸿沟”等难题。本研究以人类命运共同体理念为指引，探索从“标准互认”到“标准共生”的进化路径，助力全球治理。【方法】搭建标准互认、标准共通、标准共享、标准共生四阶段理论框架，结合中欧班列等实际案例，梳理全球标准合作现状，找出关键难题，基于相关理论设计四维进化路径。【结果】厘清标准共生四大核心特征，明确全球标准合作四大主要问题，验证了四维进化路径的实践可行性。【结论】需靠国家、国际组织、企业等多方配合，搭建三大保障机制，打造立体化标准共生体系，为全球治理变革与人类命运共同体建设提供支撑。

Abstract:

[Objective] Amid advancing globalization, complex challenges such as climate crises and technical barriers are on the rise. The traditional model of standard mutual recognition suffers from insufficient synergy and slow response, which is inconsistent with the partnership appeal of the UN Sustainable Development Goals (SDGs). It also faces dilemmas like standard fragmentation and the“standard gap”. Guided by the concept of a community with a shared future for mankind, this study aims to explore the evolution path from“standard mutual recognition” to“standard symbiosis” to support globalgovernance. [Methods] A four-stage theoretical framework of“standard mutual recognition, standard commonality, standard sharing, standard symbiosis” is constructed. Combined with practical cases such as the China-Europe Railway Express, the current status of global standard cooperation is summarized, key problems are identified, and a four-dimensional evolution path is designed based on relevant theories. [Results] The four core characteristics of standard symbiosis are clarified, the four major problems in global standard cooperation are defined, and the practical feasibility of the four-dimensional evolution path is verified. [Conclusion] It is necessary to rely on multi-stakeholder cooperation including countries, international organizations and enterprises, establish three major guarantee mechanisms, and build a three-dimensional standard symbiosis system to provide support for the reform of global governance and the construction of a community with a shared future for mankind.
